Let me explain why!
Archive pictures are used to demonstrate and illustrate the features of this type of Singer darning and embroidery set.

I have lots to tell you and show you.
Sit back, grab your favorite beverage and read on.
The
only
(and ever so slight difference) between the two Singer Darning and Embroidery Attachment Sets
are the embroidery feet!

marketed for the 221 and 15 Singer sewing machine.
And the Singer embroidery foot numbered
160718
for the 66, 99 and 201 Singer sewing machines.

is 2 pin widths (less than 2 mm or 1/16 of an inch)

If there was a difference between the height from the bed of the Singer 201 or 221 Singer sewing machine to the attachment mount on the presser bar, the length of the embroidery attachment would be crucial to how it operates. There is no difference in the height.
The Singer embroidery foot eye is adjustable because it's spring loaded. The eye actually
has
to move. The spring is what presses the eye down. The internal spring is what applies the pressure required to hold the fabric in place as the needle forms a stitch.

are driven by the up and down movement of the needle bar in the exact same way.
Either Singer embroidery foot is interchangeable and will apply the
correct pressure
to the fabric as needed for darning or embroidery on any of these Singer 15, 66, 99, 221 or 201 sewing machines.
Why? Because...
The cylinder of the Singer embroidery foot (bottom red arrow in the picture below) slides inside the shaft and is controlled by the internal spring. This spring is what holds the eye of the foot against the fabric as the needle bar lowers.
As the needle bar raises up against the little arm (top red arrow in the picture below), the internal spring compresses and releases the pressure on the eye of the foot to allow you to move your work fluidly under the moving needle as you enjoy free motion embroidery.
What this means is, the dinky size difference in length between Singer embroidery foot

and foot
160718
makes NO difference to the fit on the sewing machine's presser bar, the darning or embroidery operation or the outcome that I can see.

I applied the Singer embroidery foot
160717
(marketed for the singer 15 and 221) on my
Singer 201
and Singer embroidery foot
160718
(marketed for the Singer 66, 99 & 201) on my
Singer Featherweight 221
sewing machines.
I did not see any difference in function.
I have NO idea why the Singer Manufacturing Company
marketed the two Singer Darning and Embroidery Attachment Sets numbered 160719 (for the Singer 15 or 221) and 160720 (for the Singer 66, 99 & 201) differently or why there is a
miniscule size difference between the two Singer embroidery feet.

Not only did I machine test the two Singer embroidery attachments, I also tested the feed dog cover plate 160721 from either set. The same numbered plate is in both sets.
Attached to my Singer 221...
And attached to my Singer 201
Both feed dog cover plates attach using the same method and placement (red arrows). And fit perfectly around the feed dogs the same way (green arrows).
Let's look at some features.
By lifting this long arm at the side with your finger (red arrow), the internal spring will compress and lift the foot over your sewing machine embroidery hoop edge (green arrow). This allows you to easily remove your work from your sewing machine.
Having the correct attaching screw is important.
I attempted using my standard vintage Singer thumb screw. The embroidery foot did not sit snugly against the presser bar.
The embroidery foot wobbled.
This screw is special and designed to go in from the left of the presser bar, through and to the embroidery attachment which is attached on the right of the presser bar. No other screw will work this way for this embroidery attachment.
